SUBMITTAL OF SEALED BIDS:
Notice is hereby given that the City of Federal Way, Washington, will receive sealed bids through July 29, 2016, at 10:00 a.m., at the City Hall Purchasing Office or by US Mail at City of Federal Way, Purchasing Office, 33325 8th Avenue South, Federal Way, Washington 98003. Proposals received after 10:00 a.m. on said date will not be considered.
BID OPENING:
All bids will be opened and read publicly aloud at 10:10 a.m. on Friday, July 29, 2016, at City Council Chambers, 33325 8th Avenue South, Federal Way, Washington, for this RFB.
All bid proposals shall be accompanied by a bid deposit by a cashier’s or certified check, or Bid Bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into a contract and furnish satisfactory Performance Bond within the time stated in the specifications, the bid deposit or bond shall be forfeited to the City of Federal Way.
DESCRIPTION OF WORK:
This project shall consist of:
The improvement of Pacific Highway South from S 340th Street to S 359th Street includes new asphalt concrete pavement, curb and gutters, sidewalks, median construction, drainage improvements, structural retaining walls, utility undergrounding, traffic signals and interconnect, illumination, landscaping, and other work.
The Contractor shall complete all work within 350 working days.
The bidder is urged to check the plans and contract provisions carefully.
All bid proposals shall be in accordance with the Instructions to Bidders and all other contract documents. Any questions concerning the description of the work contained in the contract documents must be directed to John Mulkey, P.E., Street Systems Project Engineer, by facsimile at (253) 835-2709, or by letter addressed to John Mulkey, P.E., Street Systems Project Engineer prior to bid opening date.

The City anticipates awarding this project to the successful bidder and intends to give Notice to Proceed as soon as the Contract and all required associated documents are executed in full. However, regardless of the date of award, or Notice to Proceed, the Contractor must complete all work under this project within the specified working days.
RESERVATION OF RIGHTS:
The City of Federal Way reserves the right to reject any and all bids, waive any informalities or minor irregularities in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents. No bidder may withdraw his or her bid for ninety (90) days after the hour set for the opening thereof.
